West Bengal Audit & Accounts Service (WBA&AS)

• The West Bengal Audit & Accounts Service (WBA&AS) is a constituted State Service created under the proviso to Article 309 of the Constitution of India, under which the Governor is empowered to frame service rules for State Government services.
• WBA&AS is a State Service of the Government of West Bengal. Officers of this service are liable to serve in various offices and departments throughout the State of West Bengal.
• WBA&AS is also a Secretariat Service of the Government of West Bengal. Officers of this service are liable to serve in various departments in the Government of West Bengal.
• The West Bengal Audit & Accounts Service (WBA&AS) is classified as a Group 'A' Service, as the entry-level post in the Service was placed in Pay Band/Pay Scale No. 16 under the West Bengal Services (Revision of Pay and Allowances) Rules, 2009 (ROPA 2009).
• Officers of the West Bengal Audit & Accounts Service (WBA&AS) hold Group 'A' Officer status. Although the Government of West Bengal abolished the classification of State Government employees as "Gazetted" and "Non-Gazetted" through Finance Department Memorandum No. 10606-F dated 25 September 1978, replacing it with the Group 'A', 'B', 'C', and 'D' classification, the powers and functions formerly associated with Gazetted Officers continue to be exercised by Group 'A' Officers. Further, in terms of Finance Department Memorandum No. 4890-F dated 16 May 1979, all Group 'A' Officers are authorized and competent to attest documents and issue certificates in place of the erstwhile "Gazetted Officer" designation. Accordingly, officers of the West Bengal Audit & Accounts Service, being Group 'A' Officers, are empowered to perform these functions.
• The West Bengal Audit & Accounts Service (WBA&AS) Recruitment Rules were framed in 1971, and the first recruitment to the Service was conducted in 1973.
• At the time of its inception, the Audit & Accounts cadre of the Government of West Bengal was divided into the following three services:
  o West Bengal Higher Audit & Accounts Service (WBHA&AS)
  o West Bengal Audit & Accounts Service (WBA&AS)
  o West Bengal Junior Audit & Accounts Service (WBJrA&AS)
• Over time, all the posts earmarked for the West Bengal Higher Audit & Accounts Service (WBHA&AS) were encadred into the West Bengal Audit & Accounts Service (WBA&AS). Consequently, the West Bengal Audit & Accounts Service became the apex Audit & Accounts Service of the Government of West Bengal.
• West Bengal Junior Audit & Accounts Service was unified with the West Bengal Audit & Accounts Service with effect from 1st March, 2001.
• Presently, Recruitment/Appointment to the West Bengal Audit & Accounts Service is carried out through the following two channels: o Direct Recruitment: Officers are recruited through the West Bengal Audit & Accounts Service Recruitment Examination, conducted by the Public Service Commission, West Bengal. The selection process comprises a Preliminary Examination, Main Examination, and Personality Test. o Promotion: Officers are appointed to the West Bengal Audit & Accounts Service through promotion on the basis of the Limited Departmental Examination, also conducted by the Public Service Commission, West Bengal. The selection process comprises a Written Examination and Personality Test.
• Officers of the West Bengal Audit & Accounts Service are required to pass the Half-Yearly Departmental Examination for confirmation in the service.
